Policy of Non-Discrimination
Diversity is one of the strengths of Russian society and one of the distinctive characteristics of Derzhavin Tambov State University (hereinafter referred to as the University). The University supports diversity and strives to maintain a multicultural, multiracial, multi-ethnic and inclusive mode of learning and employment. Respect for diversity is a principle of the University. University policy prohibits retaliation against individuals for filing a complaint of discrimination or harassment under this policy or other applicable regulations and local policies. This policy also prohibits harassment of any person who assists someone in filing a complaint of discrimination or harassment or in any way participates in the investigation or resolution of a complaint of discrimination or harassment.
Definitions
Discrimination is the violation of rights, freedoms and legitimate interests of a person and citizen based on their gender, race, color, nationality, language, origin, property, family, social and official status, age, place of residence, attitude to religion, beliefs, membership or non-membership in public associations or any social groups (Article 5.62 CAO RF).
Harassment - verbal or physical conduct which is directed against an individual or a group of individuals on the basis of gender, race, color, nationality, language, origin, property, family, social and official status, age, place of residence, attitude to religion, beliefs, affiliation or non-affiliation with public associations or any social groups.
Insult - humiliation of the honor and dignity of another person, expressed in an indecent or other form that contradicts generally accepted standards of morality and ethics (Article 5.61 of the CAO RF).
Defamation - dissemination of knowingly false information discrediting the honor and dignity of another person or undermining his reputation (Article 5.61.1. of the CAO RF).
Main Provisions
The University considers students, employees, applicants for admission or employment, and those seeking access to University programs on the basis of individual merit, knowledge and skill. The University prohibits unlawful discrimination on the basis of sex, race, color, nationality, language, ancestry, property, marital, social and official status, age, place of residence, religion, beliefs, membership or non-membership in public associations or any social groups. The University prohibits unlawful harassment, including sexual harassment and sexual assault. The University’s non-discrimination policy applies to all students, employees, applicants and candidates for employment at the University.
Freedom of Speech and Academic Freedom
In accordance with the Constitution of the Russian Federation, everyone is guaranteed freedom of thought and speech. Propaganda or agitation that incites social, racial, national, or religious hatred and hostility is not allowed. Propaganda of social, racial, national, religious or linguistic supremacy shall be prohibited. No one may be compelled to express their opinions and beliefs or to deny them.
Diversity and Equity Committee
The University has a standing Diversity and Equity Committee whose responsibility is to implement policies related to diversity, equity, inclusion (inclusion), and human rights. The responsibilities of this committee include providing assistance and support to students, staff, and faculty from underrepresented groups.
Complaints
Any person who at the time of the action complained of was employed by the University, was an applicant for employment with the University, was an applicant for admission, or was enrolled as a student may file a complaint of discrimination or harassment against students, faculty, University staff, third parties using University services for review and investigation.
