Pavel Moiseev, Rector of Derzhavin University, delivered a lecture at the RANEPA Higher School of Public Administration, titled "The University as a Space of Opportunities: A New Mission in Supporting Student Families." The lecture was addressed to deputy senior officials of the constituent entities of the Russian Federation, as well as heads and deputy heads of executive bodies of the constituent entities of the Russian Federation overseeing social protection and social services. The hour-long lecture was part of the "Masters of Social Welfare" professional development program offered by RANEPA and the Ministry of Labor and Social Protection of the Russian Federation. The program aims to prepare leaders with managerial potential to address systemic challenges in the social sector and improve its effectiveness. "The invitation to such an event is both an honor and a responsibility," commented Pavel Moiseev. Speakers that day included Alexander Kharichev, Head of the Presidential Executive Office for Monitoring and Analysis of Social Processes; Anton Kotyakov, Minister of Labor and Social Protection; his deputies Olga Batalina and Dmitry Platygin; Tatyana Semenova, Deputy Minister of Health; Dmitry Afanasyev, Deputy Minister of Science and Higher Education; Yulia Levitskaya, Director of the Department of Project Activities of the Government of the Russian Federation; Valery Fedorov, Director General of the All-Russian Public Opinion Research Center (VCIOM); and others. It was important to maintain the established momentum and high standards of discussion. He discussed the aging of motherhood and the demographic effects of higher education, provided a typology of universities, reflected on the issue of "Which universities could and should become pro-natalist," and discussed the current challenges facing student parents and how they are being addressed abroad and in Russia. In the second part of the lecture, he presented his vision for the diverse interactions between regions and universities as part of the latter's transformation in line with their fourth mission. He analyzed corporate demographic standards and Russia's spatial transformation. He also emphasized the crucial research mission of universities—their transformation into centers for the study of local demographic policy. He concluded the lecture with a section on "Regional Pronatalist Coalitions." I am confident that their formation is not just imminent; they represent the country's immediate future.
