Policy of Non-Discrimination
Diversity is one of the strengths of Russian society and one of the distinctive characteristics of Derzhavin Tambov State University (hereinafter referred to as the University). The University supports diversity and strives to maintain a multicultural, multiracial, multi-ethnic and inclusive mode of learning and employment. Respect for diversity is a principle of the University. University policy prohibits retaliation against individuals for filing a complaint of discrimination or harassment under this policy or other applicable regulations and local policies. This policy also prohibits harassment of any person who assists someone in filing a complaint of discrimination or harassment or in any way participates in the investigation or resolution of a complaint of discrimination or harassment.
Definitions
Discrimination is the violation of rights, freedoms and legitimate interests of a person and citizen based on their gender, race, color, nationality, language, origin, property, family, social and official status, age, place of residence, attitude to religion, beliefs, membership or non-membership in public associations or any social groups (Article 5.62 CAO RF).
Harassment - verbal or physical conduct which is directed against an individual or a group of individuals on the basis of gender, race, color, nationality, language, origin, property, family, social and official status, age, place of residence, attitude to religion, beliefs, affiliation or non-affiliation with public associations or any social groups.
Insult - humiliation of the honor and dignity of another person, expressed in an indecent or other form that contradicts generally accepted standards of morality and ethics (Article 5.61 of the CAO RF).
Defamation - dissemination of knowingly false information discrediting the honor and dignity of another person or undermining his reputation (Article 5.61.1. of the CAO RF).
Main Provisions
The University considers students, employees, applicants for admission or employment, and those seeking access to University programs on the basis of individual merit, knowledge and skill. The University prohibits unlawful discrimination on the basis of sex, race, color, nationality, language, ancestry, property, marital, social and official status, age, place of residence, religion, beliefs, membership or non-membership in public associations or any social groups. The University prohibits unlawful harassment, including sexual harassment and sexual assault. The University’s non-discrimination policy applies to all students, employees, applicants and candidates for employment at the University.
Freedom of Speech and Academic Freedom
In accordance with the Constitution of the Russian Federation, everyone is guaranteed freedom of thought and speech. Propaganda or agitation that incites social, racial, national, or religious hatred and hostility is not allowed. Propaganda of social, racial, national, religious or linguistic supremacy shall be prohibited. No one may be compelled to express their opinions and beliefs or to deny them.
Diversity and Equity Committee
The University has a standing Diversity and Equity Committee whose responsibility is to implement policies related to diversity, equity, inclusion (inclusion), and human rights. The responsibilities of this committee include providing assistance and support to students, staff, and faculty from underrepresented groups.
Complaints
Any person who at the time of the action complained of was employed by the University, was an applicant for employment with the University, was an applicant for admission, or was enrolled as a student may file a complaint of discrimination or harassment against students, faculty, University staff, third parties using University services for review and investigation.
POLICY STATEMENT
This regulation declares that Derzhavin Tambov State University (hereinafter referred to as the University) declares commitment to academic freedom, accompanied by responsibility, attaches to all aspects of a teacher’s professional conduct. Academic freedom is central to the mission of the University. Knowledge cannot be advanced unless faculty and librarians have freedom to study and communicate ideas and facts, including those that are inconvenient to political groups or authorities, without fear of recrimination.
REGULATION
The teacher shall have full freedom of instruction, subject to adequate fulfillment of other academic duties. No limitation shall be placed upon the teacher’s freedom of exposition of the subject in the classroom or on the expression of it outside. The teacher should not subject students to discussion in the classroom of topics irrelevant to the content of the course.
Academic freedom, accompanied by responsibility, attaches to all aspects of a librarian’s professional conduct. No censorship shall be imposed on the librarian’s freedom to select and make available any materials supporting the teaching, research, and general learning functions of the academic community.
Academic freedom, accompanied by responsibility, attaches to all aspects of a researcher’s professional conduct. The researcher shall have full freedom of investigation, subject to adequate fulfillment of other academic duties. No limitation shall be placed upon the subject matter of the research, its publication and dissemination, or the expression of it outside the university.
Academic freedom includes the freedom to express views on matters having to do with the University and its policies, and on issues of public interest generally.
When faculty write or speak as citizens, they should avoid appearing to be speaking for the University. They should recognize that a professional position in the community involves the obligation to be accurate, to exercise appropriate restraint, and to show respect for the right of others to express their views.
This policy does not override promotion and tenure guide lines, nor other University policies concerning academic ethics and misconduct.

1. GENERAL TERMS
1.1. For the purposes of the present Policy the notion of "non-discrimination against women in a university" implies the exclusion of any gender-based distinction or limitation that weakens or reverses the recognition, use or exercise of women's basic human rights and freedoms in political, social, cultural, civil and other areas regardless of their marital status and based on gender equality.
1.2. Derzhavin Tambov State University (hereinafter referred to as TSU, the University) condemns discrimination against women in all its forms, agrees without delay by all appropriate means to pursue a policy of eliminating discrimination against women, and for this purpose a set of measures has been developed.
2. SET OF MEASURES
2.1. The University undertakes to use the principle of equality of men and women in its constituent documents and local regulations and to ensure, through other appropriate means, the practical implementation of this principle.
2.2. The University takes appropriate measures to prohibit all discrimination against women.
2.3. The University refrains from committing any discriminatory acts or actions against women and guarantees that it will conduct its activities in accordance with this obligation.
2.4. The University undertakes to take all appropriate measures to eliminate discrimination against women by any person, organization or enterprise.
2.5. The University takes all appropriate measures to ensure women balanced growth and development, as well as their participation in the activities of the university, in order to guarantee them the realization and use of human rights and fundamental freedoms on the basis of equality with men.
2.6. The University takes all appropriate measures to:
2.6.1. Modify the men and women social and cultural behavioral patterns with a view to achieving the prejudices and custom abolition elimination and all other practices which are based on either the gender inferiority or superiority idea or stereotyped roles for men and women;
2.6.2. Ensure that the educational mission of the university includes a correct understandingofmotherhoodasasocialfunctionandrecognitionoftheshared responsibility of both women and men for their children upbringing and development.
2.7. The University takes all appropriate measures to eliminate discrimination against women in all areas of activity, on equal terms with men provides women with the right to:
2.7.1. Vote in all elections and be elected to all collegial bodies of the University;
2.7.2. Participate in the formulation and implementation of the University’s goals and mission and hold leadership positions, as well as carry out all official and University functions.
2.8. The University takes all appropriate measures to ensure that women have the opportunity, on equal terms with men and without any discrimination, to be an authorized person and represent the interests of the University in resolving issues arising from any direction of the University's activities.
2.9. The University takes all appropriate measures to eliminate discrimination against women in the field of employment in order to ensure equal rights, on the men and women equality basis, in particular:
2.9.1. The right to labour as an inalienable right of all people;
2.9.2. The right to the same employment opportunities, including the application of the same selection criteria for employment;
2.9.3. The right to promotion and job security, as well as to enjoy all benefits and conditions of work, to receive vocational training and retraining, including further training and internships;
2.9.4. The right to equal remuneration, including benefits, equal treatment for work of qual value, and equal treatment of the quality of work;
2.9.5. The right to social insurance, particularly in cases of retirement, unemployment, sickness, invalidity, old age and other incapacity for work, and the right to paid leave;
2.9.6. The right to protection of health and to safety in working conditions.
2.10. In order to prevent discrimination against women on the grounds of marriage or maternity and to guarantee their effective right to work, the University takes appropriate measures to prohibit, under the threat of sanctions, dismissal on grounds of pregnancy or maternity leave or discrimination on grounds of marital status upon dismissal.
