Moving to a Student’s rental block of flats has begun in Tambov in the bounds of the first rental project in the region, DOM.RF. Students of Derzhavin University are provided with 120 apartments in a new 16-story residential complex on Sovetskaya Street, close to the university's academic buildings.
The new building will accommodate over 500 students, both from Russia and abroad. Several apartment options are available: one- and two-room apartments, apartments designed for young families, and apartments equipped for people with disabilities. Monthly rental fee is about 9,000 rubles per bed.
"This project in Tambov is unique for several reasons. This is the first student rental building built with our participation in the region. Furthermore, for the first time, an entire floor is dedicated to student families." This is also a pilot project launched in fulfillment of the Russian President's directive to provide rental housing for university students, following the successful launch of a student rental house for HSE students in Moscow. "As in all our rental houses, apartments here are provided fully finished and equipped with appliances, each with a private kitchen, and all the necessary furniture for comfortable living and studying," noted Veronika Yanushkevich, Director of Rental Housing Development at DOM.RF.
The house was built with the support of DOM.RF Bank. The allocated project financing limit was 616 million rubles. The developer was “Megapolis”. The design was based on the winning entry in the DOM.RF design competition for standard housing and residential development.
The agreement to build the rental house on a 0.25-hectare plot was signed at the "Environment for Life" forum in Tambov in August 2022. In November of that year, at the initiative of DOM.RF, the regional Duma passed a law on property tax exemptions, followed by the launch of a mechanism for large-scale investment projects that allows developers to obtain land plots without a bidding process.
"The opening of the rental building is a huge step in the development of Derzhavin University's infrastructure, designed to make their academic years more comfortable. It is also a key element of our ecosystem for supporting young student families, especially families with children. They are entitled to discounts: a 50% discount on accommodation costs for families with one child and a 100% discount for families with two children. Thus, Derzhavin University not only confirms its status as the Ministry of Education and Science's agent for implementing family policy at universities nationwide, but also contributes to stimulating the birth rate in the Tambov Region," said Pavel Moiseev, Rector of Derzhavin University.
One of the floors in the rental building will entirely belong to young families. The first to receive the keys to their new life were the young student family of Nikita and Daria Yardushkin. "My husband, Nikita, and I met on social media in September 2023, and we got married two years later. Our long-awaited son was born on October 7th. We currently live in a one-room rented apartment, and, of course, the space is tight. We were considering a larger apartment, but the prices were exorbitant, and with a small child, we were worried we wouldn't be able to afford it," says Daria Yardushkina. "The new rental building is an ideal solution for young student families. And we are grateful to Derzhavin University for this opportunity. For our family, this is a chance to start a new chapter in life without worrying about where to live and how to raise a child."
DOM.RF has been operating in several areas of residential rental since 2016: commercial, corporate, discounted rentals for certain categories of citizens, and student rentals. The company's portfolio currently includes 84 projects in 19 regions of Russia. The construction of approximately 22,800 apartments with modern finishes, furniture, and appliances, with a total area of over 1 million square meters, was financed. The total investment volume exceeds 140 billion rubles.
